RE: The tariff classification of archery components from China.

Dear Ms. Keller:

In your letter dated July 6, 2006, you requested a tariff classification ruling on behalf of Creative Archery Products LLC.

The merchandise consists of components said to be used exclusively with arrows for scent marking or target marking areas associated with the sport of archery. One component, identified as an Arrow Sav’R, item number AS247, is a plastic piece that attaches to an arrow and is used to lessen damage to the arrow upon impact with hard targets. Another component, AS221 Base, is said to be an aluminum piece that is screwed onto the arrow shaft and allows other components to be attached to the arrow. A third component, AS222 Cap, is a plastic piece used to hold a paint ball or scent ball on the end of the arrow. Ready 4 Scent Pads are uniquely cut polyester felt pieces that are scented by the user and snapped onto the AS222 Cap and attached to the arrow. The last component is a Shot*Marker which consists of a blister package of components that allow paintballs to be shot from a bow & arrow.

The applicable subheading for the five archery components will be 9506.99.0520, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Articles and equipment for general physical exercise, gymnastics, athletics, other sports or outdoor games…Other: Archery articles and equipment and parts and accessories thereof, Arrows and arrow parts.” The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
